Level 1 to 9

Level 10 to 19
Swiftperch (X34, Y32) is the best location for grinding from level 10 to level 16 if you bring Pill Bugs and Rat tails as baits. Level 20 to 29

Level 40 to 49
Go to the turning wall (X29, Y24) at level 40 for grinding and come back from that area when you reach level 43 or level 44. Go to the Sea of Clouds (X13, Y14) at level 45 for grinding but keep in mind that this tier is very difficult.
Level 50 to 59
Go to Greytail falls (X35, 26) at level 50 or level 51 for grinding by catching some great fish.
